INTERNATIONAL CANOE OPEN

Welcome to Oxford Sailing Club. While you are sailing here you are an honorary member of The Club and are bound by its rules. You should take particular note of the following as contravention risks disqualification from the entire event.
1. No animals are allowed on site
2. Vehicles and road trailers must be parked in the designated car park. Unloading near the clubhouse/Reservoir should be limited to 10 minutes when the vehicles and road trailers must be removed to the car park.
3. No one may stay overnight on the site and therefore camping and caravans are not permitted. Vehicles may not be left on site overnight.
4. Paddling and swimming in the reservoir are not allowed.
5. Boats shall keep clear of all Thames Water fixtures and installations, and must remain at least 20 metres from fishermen and fishing boats which may be regarded as obstructions to sea room.

a. Racing will take place under;
i. The RRS 2017-2020
ii. The prescriptions of the RYA
b. Racing rules will be changed as follows:
i. RRS 35 Time Limit and Score is changed – (see SI 15)
ii. RRS 40 Personal Flotation Devices is changed to read: “Whilst afloat all those taking part from the time of launching shall wear adequate personal floatation equipment which complies to the CE 50 Newton standard except briefly while adjusting clothes or personal equipment.”
c. Competitors shall comply with the RYA Racing Charter. A copy can be found at http://www.rya.org.uk/racing/charter ” or in the RYA Racing Rules of Sailing 2017-2020.
d. Competitors who sail under the charter are expected to show courtesy and respect to other competitors and officials, and to other users of the water, to compete in compliance with the rules, to take a penalty when required by the rules and to use the provided services to resolve any disputes. (See SI 16). By entering this event, the competitor confirms that he/she and any other person on that boat or supporting that boat will comply with the charter.
2. NOTICES TO COMPETITORS
a. Notices to Competitors will be posted on the Racing Notice Board found inside the Club House near the doors to the changing rooms.
b. Any changes to the sailing instructions will be posted at least 1.5 hours before the scheduled start of the race and attention drawn to them by displaying Flag "L" on the
club Flag Mast.
3 SIGNALS MADE ASHORE
a. Signals made ashore will be displayed from the Flag Mast situated in front of the Clubhouse.
b. When the Code Flag AP is displayed ashore for a committee-boat start, “1 minute” is replaced with “not less than 15 minutes” in the RRS Race Signals section.
a. Before the first race a briefing will be held inside, or in front of the Club House, at 1000 on Saturday 5 October 2019.
5.SCHEDULE OF RACES
a. The race series are scheduled as in the published NoR and SI’s and any subsequent amendments displayed on the Race Notice Board before the day of the race.
b. Four back to back races are scheduled.
c. The scheduled time of the first warning signals will not be before 1100 Saturday 5th Oct
d. The second race and any subsequent race will be started as soon as possible after the finish of the preceding race.
6. RACING AREAS
a. The racing area will be on Farmoor Reservoir 2, the larger body of water, directly to the front of the Club House.
7. THE COURSE
a. The course to be sailed is will be confirmed at the briefing though will be either:
i. Triangle / Sausage
a. The moveable marks will be orange inflatable pillar buoys.
9. THE START
a. The starting line for committee-boat starts will be between the main mast on the committee boat and an Outer Distance Mark (ODM) which will normally be a pink dan-buoy.
b. Races will be started by using RRS 26:
5 Minutes - Class Flag + One Warning Signal
4 Minutes – Class Flag + ‘P’ One Preparatory Signal
1 Minute - Preparatory Flag Removed One One Minute
0 Class Flag Removed One Starting Signal
10. CLASS FLAG
a. Class flag will be confirmed at the Competitor’s Briefing
a. Unless otherwise specified in the course, the finishing line will be the same as the starting line.
12. SPECIAL SHORTEN COURSE
a. When Flag “F” is displayed at a mark, boats will round the mark and return
straight to the finishing line crossing from the direction of that mark.
13. TIME LIMIT
a. The time limit will be ½ hour after the finish time of the first boat in the class to sail the course. All boats which fail to finish within the time shall be scored DNF.
a. The RYA Rules Dispute Advisory Hearing and/or Pre-protest Hearing are available to competitors who are encouraged to use this facility. Arbitration is also available as an alternative to a full Protest Hearing.
b. The protest time limit is 45 minutes after the finish of the last race of the day or when the RO comes ashore after the last race of the day, whichever is later.
a. The Low-point scoring system of RRS Appendix A will apply. There shall be a minimum number of two competitors manoeuvring in the vicinity of the start line in any Class for that race to be valid.
b. The following shall also apply:
i. DNC: Did not start; did not come to the starting area. The points awarded will be the total number of individual boats in the series plus 1.
ii. DNF: Did not finish. The points awarded will be the total number of boats in the race plus 1.
iii. DNQ: Disqualification. The points awarded will be the total number of boats in ` the race plus 1.

17. CHANGE OF THE NEXT LEG OF THE COURSE
a. To change the next leg of the course, the Race Committee will move the original mark (or the Finishing Line) to a new position.
b. Changes of length of the leg or of direction, at the discretion of the Race Committee, may be displayed on the course board on the Committee Boat or on a Patrol Boat stationed adjacent to the previous Mark, but if less than 45 degrees will not be signalled. This changes RRS 33.
18. EQUIPMENT AND MEASUREMENT CHECKS
a. A valid measurement and buoyancy certificate may be asked for inspection at registration.
a. Advertising is permitted in accordance with ISAF Regulation 20.
20. DISCLAIMER OF LIABILITY
a. Competitors participate in the regatta entirely at their own risk; see RRS 4 (Decision to Race).
b. OSC, its members and those assisting in the race organisation will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after any race.
a. Every entrant shall have adequate cover (minimum of £3,000,000) against third party liability.
22. SAFETY REGULATIONS
a. Retiring boats shall notify the Race Officer or a Support Boat as soon as possible
